Vehicle Emissions & the MOT - What to Expect.

There are changes afoot with vehicle exhaust analysers used in UK MOT testing stations and we are being asked by some clients for clarification of what is happening.
There are two changes that will require an update to your testing equipment and the DVSA have recently issued Special Notices about them, however the equipment manufacturers have not yet been given access to the all of the information so the software updates are not yet available.
Petrol Exhaust Gas Analysers
One update is what we used to call the 'annual gas analyser database update' which hasn't actually been an annual requirement for quite some time. This is the issuing of the latest database of petrol vehicle exhaust emissions data to be used on petrol exhaust gas analysers. In the past the data would be released around August time and testing stations would be given until November to get their equipment updated.
Analysers are currently running with the 18th Edition database and the DVSA are now saying the 19th Edition of this data will be published on 1st February 2018. The data will be able to be found on GOV.UK by clicking on this link.
In MOT Special Notice 01-18 the DVSA say "from 1 February 2018 until your exhaust gas analyser (EGA) database is updated, any vehicle listed that doesn’t pass the basic emissions test, must be tested using the limits shown in the 19th edition. These may vary from those in your current EGA database.
AEs are responsible for ensuring their EGA database is updated by 20 May 2018.
The DVSA have announced new MOT Diesel Smoke limits will come into effect from 20 May 2018."

Diesel Smoke Meters
Euro 6 vehicles are starting to be presented to test for the first time and this has meant an update to the smoke meter testing procedure is required. A summary of the changes that need to be made to your diesel smoke meter's test program to enable effective testing to be carried out is listed below:
- The addition of an extra vehicle category option available for selection by operators – Vehicles first used on or after 1/1/2014 with a default test limit of 0.7m-1.
- Addition of the facility to enter a user test value (manufacturers plate value) for all vehicle categories – where entered this will be the test value overriding the default value for the category.
- Update the Fast Pass test value selection – a single default Fast Pass value will no longer be appropriate for all vehicles. The Fast Pass function will be retained, with either the test value being taken as the default value for the vehicle category or, where entered, the plate value. The Fast Pass test value will continue to be assessed against the first Free Acceleration Smoke output of the emission test
- To ensure retention of lawful emission testing capability for diesel-powered vehicles, all Diesel Smoke Meters (DSMs) will require updating to incorporate the additional test limits and processes.
Note: Plate value is the emission limit specified by the vehicle manufacturer and can be found on the vehicle manufacturer’s plate. If there’s no emission value on the manufacturer’s plate or it can’t be located, then the alternative default values must be used.
Again, the software update is required by 20th May 2018 and Gott Technical Services will be in contact with our clients to arrange the update as soon as it has been made available to us. We are still awaiting confirmation from equipment manufacturers as to which models will be update-able. It is possible that manufacturers may deem it to be not viable to produce software updates for older machines. In this case the only options will be to purchase a new machine or cease testing diesel engined vehicles.
